Achievement progress set to 0%, won't progress at ALL

Similar to what others have been reporting, I'm having issues with achievements. However, solutions for fixes on Win10 and Android don't apply on Xbox. After turning the game off when Xbox services went down, I came back and all of my statistics and progress for "Passing the Time" were set to 0. I've reinstalled the game, restarted the system, am 100% sure there isn't a firewall/DNS enabled. I am certain it has to be an Xbox Live issue. Achievements work on my iPad and Android, but not Xbox.
