cant kick or use commands on players with " in their name

if players place a quotation mark in their name they cant get kicked by anything, for example if you try to do /kick player" it wont work, the same case for /kick "player""

not only does /kick not work on players with quotation marks but also virtually any command will not work on these players, /kill, /teleport, /ability, etc.

4 people ive seen have already placed quotations at the end of their names and have been reckless in my friends worlds with no way to easily stop them. please fix
