Player stops brushing momentarily after 10-15 seconds

When you brush a block and keep holding your use button, after 10-15 seconds you will stop brushing for a very short amount of time and then continue to brush again, this happens both on first person and third person.

Step to reproduce:

1. Give yourself a Brush
2. Start brushing any block and keep holding your use button

Expected result:
You keep brushing no matter what.

Observed result:
After 10-15 seconds you stop brushing and then continue again.
