I can’t break blocks at low altitude in the end, they respawn as i log back

I am trying to build a mega base but all the blocks that i done placed that are almost at build limit in the void cant be broked, every time i break them they respawn as i log back, its in experimental and i tried by removing all my mods, nothing changed
