Blocks generating on top of path block in village don't update the path block

Similar to MC-140233, hay bales that generate above a path block do not update the path block, leaving them floating. Observed on latest version of Bedrock Edition.

Steps to reproduce:

1. Generate a world in Bedrock version 1.21.2 with the "Survival Island" preset (seed -1671764014)
2. Teleport to the coordinates -780 85 1297
