Placing panorama textures on "textures/ui" directoy causes the panorama to rotate anticlockwise and didn't get tilted down

Placing panorama textures on "textures/ui" directoy causes the panorama to rotate anticlockwise and didn't get tilted down, this isn't the case when placing the textures on "textures/gui/background" directoy as the panorama will rotate clockwise and tilted down

Step to Reproduce:
1. Download the resource pack attached to the report
2. Import it then enable it

Expected Result:
Panorama rotates clockwise and tilted down

Observed Result:
Panorama rotates anticlockwise and didn't get tilted down
