TNT submerged in water can destroy armor stands, leash knots and paintings

The Bug:

This is a Bedrock repost of MC-3697, and it relates to MC-3697.
Steps to Reproduce:

 

1. Build this setup as shown:
2. Get a cow and leash it onto the fence that is shown on the structure.
3. Ignite the TNT.
4. Notice the painting, armor stand and the leash knot all get destroyed.

Expected results:

The TNT submerged in water will not destroy paintings, armor stands and leash knots.

The TNT submerged in water will destroy paintings, armor stands and leash knots.
