When starting raid with Bad Omen V the raid is only level 1

I would drink the Ominous Bottle with Bad Omen V and as I would enter the village I would start the raid by getting the raid omen but when the raid had started I would only get a level one raid that only had 3 waves I tried this with a level 1 bottle and 5 and they were the same raid
