Minecraft multiplayer hotspot offline not working

Hello , I'm going to create a offline room server with turn on hotspot mobile and friends connected my wifi hotspot, and then multiplayer not working ☹️ , please fix it for Android , hotspot multiplayer like lan but different than connect all mobiles to one modem router , it is needs : hotspot server offline and friends connect to hotspot and work ,
This feature is available in some games, but Minecraft bedrock Android does not work.
please fix it
