Character Creator items are unobtainable in 1.21

After updating to 1.21, many Character Creator items either are missing or cannot be obtained. The starting characters (Ari, Steve, etc.) clothing items can not be found but will still appear when the character is created. Various items such as  the "Ox Sweater" (shown in image) and the Lunar new year celebration gear show as available, but the error message "Sorry, we were unable to complete your purchase. Maybe check your internet connection?" appears when trying to receive them. Have tried on multiple devices, connected to multiple WiFi networks.
