Skin packs not expanding in Character creator

When trying to use Skin Packs provided in the Minecraft Marketplace I find I’m unable to view all the skins. I can only select the first 5 skins, however if I try to press the “+” button nothing happens.

 

I noticed a ticket that mentioned it was happening to custom skinpacks as well, yet this does effect Minecraft Marketplace skins as well.
