No skins showing (but classic), cannot upload custom skins, no cosmetics

I'm on Windows 10, Minecraft Version 1.21.0.  My pc is up to date, my mc is up to date.  I cannot see any of my purchased skins, or any skins for that matter, except for the classic skins.  I cannot use or upload skins such as cosmetics or custom skins.  I cannot see anyone else's skins except for the classic ones.
