Capes are miss placed when running/going fast

Steps to Reproduce:
 
1. Have a cape on your character.
 
2. Get to third person and look downwards.
 
3. Fly fast or run fast
 
Observed Results:
The cape gets a little behind from where it should be and is not attached to the player.
 
Expected Results:
The cape should be attached to the player.
