Can’t place Ender Crystal on same block as items

Cannot place Ender crystal when items on top of block you want to place it on.

reproduce by dropping items on the block you want to place Ender Crystal on and try to place Ender Crystal on block 

(Only texture packs on world no behaviour packs)
