Purchased texture pack unable to be used.

I was making a new world and trying to pick a texture pack to use and realized that one of them was missing from the list. i checked the store to make sure I had bought and downloaded it, which it says I had but it is not in list of choices when making a world or in the storage data for resource packs. The store still lists me as owning it and will not allow me to download it though. I have not checked to see if more are missing yet I have quite a few.

I used to have access to it though so I am not sure if it is a account or store bug.
