minecraft:body_rotation_blocked doesn't work on the player

Steps to reproduce:

1. Import and load the attached .mcpack.in a world.

Observed results:
Note how the player's body can still rotate.

Expected results:
As the name implies, the player's body shouldn't be able to turn or have its rotation update visually to match where they're moving.
