my cape not showing when I equip it

When I using some resource pack, some of my character(not custom skin) not showing and my cape also disappear even I have equip it.Even in multiplayer I can't see my friend cape or character skin.Only them can see my skin or cape when they not using some of resource pack.Also here some picture when i not activate my resource pack.Is it a bug or misfunction minecraft because it also happen when I using different device to play minecraft.
