Z-fighting occurs when breaking rail (including its variants).

Steps to Reproduce:

1. Place a rail.
2. Enter Survival mode.
3. Give yourself Mining Fatigue II with particles hidden using /effect @s mining_fatigue infinite 1 true.
4. Take a look closely at the rail when breaking it.

Observed Results:
Z-fighting occurs.

Expected Results:
Z-fighting would not occur.
