multiplayer offline with wifi and hotspot android not worked

The ability to play minecraft multiplayer on Android only works by connecting to the Wi-Fi modem with data usage, but it does not work with the hotspot and Wi-Fi connection system of the phone. Please fix it so that we can play offline anywhere without the need for a modem router , for Minecraft pe simple and some games worked but for Minecraft bedrock android not working
