Character creator is broken again

The character creator is broken again. Here's a list of all the weird behaviors I could find:

• Using the sidebar sends you to a version of the screen that fills the screen with the catalog and doesn't display the character model on the right
• A lot of items are missing across all categories, most noticeably capes and emotes.
• Button to see all skins doesn't work for custom packs.
• Classic skin is changed to persona when entering capes and emotes tabs.
• Persona isn't changed to classic skin when entering the classic skins tab.
• Character has a pop-in animation when entering any of the tabs or categories despite "Screen Animations" setting being turned off.
• Unlocked achievement parts are usable, but still display a locked icon.
• Duplicate "My Characters" screen when navigating to it through the sidebar instead of the back button.
• Persona no longer spins with a "Your character has been saved" message when exiting to the dressing room. Classic skins still behave normally.

• Button to see all skins is "shifted down" for marketplace skin packs. It's kinda hard to explain, but the amount of custom skin packs defines how off it is. See the tables below for a visual indicator.
