Can't breed villagers when mob griefing is off!!

Villagers wil not breed them mob griefing is tired off. The villagers wil not pick up any food. I discovered this on my dedicated bedrock server and then I tested it in a new world there is the problem too. (Yes we had enough bed's, jobs, bell, house's, food, and it was day)
