Can't put armor on dogs

I cannot put dog armor on my dogs, I created this world in experimental for thr 1.21 update and I have not been able to equip my dogs with armor even after making it and dyeing it. I updated the world and still not working. I make a new world in creative with the new 1.20.8 update and I can in there. Please fix.
