Hand stops moving when high Haste levels are applied.After it is removed too

  I was playing in creative mode. when i thought of getting haste effect, so i took the command block and set the haste amplifier to 9. i played a while then i noticed my hand was not moving when placing blocks,breaking blocks and hitting a entity. so i cleared the effect. and set the command block command to amplifier 1. But even though no movement. i tried resseting the game. force closing. copying. but no use
