Axolotls and Tropical Fish not spawning

I have a 1.16 created world that is on the current update, and I am having trouble getting any axolotls or tropical fish to spawn. I have done /kill @e in multiple lush caves (generated below 1.16 terrain) and I’ve had no luck. Even with two massive areas that should spawn them.
