Heavy core can be obtained without pickaxe

Relates to MC-270322.

Steps to Reproduce:

1. Place a heavy core
2. Use /effect @s haste 30 255 command to get haste status
3. Mine heavy core without pickaxe

Observed Results:
Heavy core drops.

Expected Results:
Heavy core should not drop.
