Able to enable cheats in hardcore world

Steps to reproduce:

1. Create a hardcore world
2. After spawning in, revoke your own operator permissions via the menu on right side of screen (set to visitor or member)
3. Set your permissions back to operator and select "OP WITH CHEATS ON"
4. You now have access to cheats in the hardcore world
