The hasitem command cannot detect "air" inside a players inventory

for the past few years the hasitem Target Selector has not been able to detect when a player has an empty slot in their inventory, example: when "/testfor @s[hasitem=\{item=air}]" is executed (which is the closest we commanders can get to detecting an empty slot) we are met with the output: No target matched selector.
