When multiple hives are present, many bees can’t find a hive to enter

I’ve built a few different setups, a line of hives with bees trapped, or a 4x4 area with flowers on the ground and 16 hives around the edge, with 3 high space for bees to move. In both cases, most of the bees are able to find a hive, but many bees are never able to find a hive, despite starting with 3 bees per hive so there is enough room for all the bees, many bees are never able to find a hive to enter and just fly around the space indefinitely.
