The gamerule "globalSoundEvents" is not available in Bedrock Edition

The gamerule "globalSoundEvents" is not available in Bedrock Edition. It was added to Java Edition in 1.19.3.

Added globalSoundEvents game rule, controlling whether certain gameplay moments are heard by all players regardless of location

Defaults to true

Steps to reproduce:

1. Enter a world with cheats on
2. Go to chat
3. Type:

   /gamerule globalSoundEvents

Observed results:
There is no /gamerule globalSoundEvents in Bedrock.

Expected results:
It should be there in Bedrock as Java has it in Java Edition 1.19.3.
