Cats not Spawning at Night

I have done extensive testing on multiple platforms and gamemodes over several hours, and no matter what cats will never spawn in a village at night. I have stayed in the same afk spots at day and cats continue to spawn, but even if the area is well lit at night no cat will ever spawn. I am trying to get a black cat and there is currently no other way to do so unless this bug is fixed.
