On screen Chat Keyboard missing. Every other day, not always.

Since the update before 1.20.71, in February , When I toggle the Xbox Controller Dpad to chat, the onscreen Keyboard does not appear.  I can still type in the cartography table map screen and on the Anvil to create a name tag.  The Keyboard pops up for those uses.

However, if I want to chat or type a command, most days (not all) the on screen keyboard does not appear. It worked fine all day yesterday and well into the wee hours this morning.  But no longer.  I have tried unplugging the Xbox from power and the HDMI cable from both the TV and the Xbox.  Sometimes this restores the keyboard but NOT always.  

I have the same issue when playing in Bedrock on my Laptop.
