Broken enchanting mechanics

Why kick a dead horse? Because enchanting mechanics are still broken. I built a book for my Netherite pants and went to combine them only to get the stupid "Too Expensive" error. So literally I can make a book that can't be used. Not only that, I wasted so much time enchanting books and wasting XP and combining them for nothing.
