Carrots on a stick and Warped Fungus on a stick cannot be used as a fuel source.

This issue is also present on Java MC-217170.

Pretty self-explanatory, fishing rods can be used as fuel, meanwhile carrots on a stick and warped fungus on a stick can't.

Observed results:
They can't be placed into the fuel slot of a furnace.

Expected results:
They should be able to be used as fuel, like fishing rods.
