Wind charges never despawn

Steps to Reproduce:

1. Enable the Update 1.21 Experiment;
2. Throw wind charges towards the sky;
3. Wait for a bit;
4. Use the command /kill @e[type=wind_charge_projectile]

Observed Results:
The wind charges only get removed when the command is used.

Expected Results:
Wind charges despawn on their own.
