Endermen are no longer damaged by splash or lingering water bottles

Description:
This is a recurrence of MCPE-97483. Endermen are no longer damaged by splash or lingering water bottles.

Steps to Reproduce:

1. Spawn an enderman
2. Throw a splash or lingering water bottle at it

Observed Results:
The enderman takes no damage.

Expected Results:
The enderman should take damage.

Notes:
Endermen are not damaged by lingering water bottles, but area effect clouds created by lingering water bottles can damage endermen. Please do not confuse them.
