Custom item break blocks do not lose durability

(Item Json API Format Version 1.20.30/1.20.50) When I was debugging my behavior pack, my custom pickaxe did not lose durability as expected after breaking blocks. When I tried to attack mob with it, durability was lost. But destroying blocks will not lose durability.I tried using the "Item Wizard" in Blockbench to generate item JSON, but still couldn't lose durability in the game.
