Texture packs not working after update

I tried to download vault-tec texture pack and a few others it would download but then would not actually let me play when you back out it would say redownload I still have the skins that I am able to access but not the actual world files for the texture pack nor can I play the texture pack on any other world it just keeps requiring you to download it that's for a lot of them
