Staring at an Enderman persistently does not freeze it in place

By staring an Enderman down after it has become hostile, unlike in Java Edition, the Enderman does not freeze in place and will continue hunting the player.

 

Expected result:

The Enderman will freeze in place as it does in Java Edition.

 

Actual result:

The Enderman remains chasing the player regardless of if the player is staring directly at it consistently.
