Exiting the water using wind charge causes fall damage

Summary:
It´s possible to use wind charge to launch yourself upwards in the game when throwing upwards, when throwing Wind Charge downwards, but this is not working as recommended

Steps to Reproduce:

1. Enable the Update 1.21 Experimental
2. Grab a wind charge item in inventory
3. Look at the ground and shoot it

Observed Results:
If a player uses Wind Charge to get out of the water, launching themselves upwards, by stepping on a solid block, even if it is above height Y from where the avatar came out, the character will receive fall damage

Expected Results:
Wind Charge should obey its own rule, only applying damage when the character falls below the height Y from which the player left
