Trail Ruins not spawning at all

Trail ruins not spawning in any world creative or survival. Command /locate structure trail_ruins only yields the message "No valid structure within a reasonable distance" over and over again covering a huge expance. Been searching for over a week, many many hours and block covered to no avail. Playing on Amazon Fire Max 11. Current on updates, playing without experimental gameplay.
