Active vault can only be interacted with a trial key

Steps to Reproduce:

1. Place or find an active Vault;
2. Point at any of its sides and try to place any blocks.

Observed Results:
Your hand swings but no block is placed, requiring you to crouch.

Expected Results:
The block is placed as if you were interacting with any other block.
