When a horse in water then moving them to land when you mount them it teleports them back to the water

When I was riding my horse, then jumped into water. I went to push them to the other side, and when I mounted them, they teleported back to the water in the only way I could get them out, is pulling them with a lead at least 30 blocks away from the water. Hopefully this will be helpful.
