Zombies and Zombie Villagers Are invincible from Crossbow damage

Started up an experimental world on Minecraft Bedrock on my Xbox. I had Upcoming Creator Features, Mojang Features, Villager Trade Rebalancing, and Update 1.21 turned an in experimental features turned on. When I shot at a zombie and a zombie villager repeatedly with crossbows, loaded with arrows of instant damage II, neither would take damage. I was able to shoot creepers, and everything took knockback but wouldn’t die.
