Bad Omen not starting a raid in a village with at least one villager. Tried multiple times and other players as well.

I killed a pillager captain from a pillager outpost and I received the bad omen. When I went to the village the raid didn't start and I tried getting it multiple times again both from wandering captains and captains from the outpost but it never started. The bad omen affect wasn't working and starting raids as it should've.
