TIPS & POPUPS broken, possible memory leak here too.

It has come to my attention something is seriously wrong with TIPs and Popups when sending a text packet.

Tips are completely broken in 0.16, and are unable to render on the client.

Popups work but have problems, they cause major lag on devices (and possibly a memory leak!) when I send them. Clients are unable to move when a server sends popups every 20 ticks and soon crash.

I hope you guys can fix these two great features that made servers great in the next bug fix update.
