Experience orbs push around mobs

When I was trying to trade with a villager, I noticed that they were being pushed around by something. At first, I assumed it was an invisible mob, but that was impossible, since mob spawning was off, and I had only summoned a villager. Then I realized the experience orbs were pushing them. The experience orbs didn't collide with mobs in previous versions.
