Brewing stand and end portal frame does not emit light as they should

The brewing stand and end portal frame do not emit light level of 1 as they should.
I have submitted a screenshot of this below.
I turned off smooth lighting to distinguish which blocks do and do not emit light
Steps to reproduce
1. create a normal world or a flat world
2. go into a dark area where it's light level 0
3. place brown mushroom, end portal frame, and brewing stand side by side.
4. turn off smooth lighting in video settings to distinguish which blocks do and do not emit light level of 1
I have also submitted the same scenario but in java edition which the brewing stand and end portal frame do emit light
