Leaves don't become white if the weather cycle is off

Steps to Reproduce:

1. Create a world with weather cicle option off.
2. Search for a snowy biome.
3. Make it snow.

Observed Results:
Leaves don't change their colors if the weather cycle option is off.

Expected Results:
They probably should? or should not? need some responses.
