Fill command with repeaters (replacing other repeaters) is not working properly.

When i use the command '/fill X Y Z X² Y² Z² powered_repeater/unpowered_repeater ["minecraft:cardinal_direction" = "(direction)", "repeater_delay" = (Numarical value)] replace powered_repeater/unpowered_repeater" the repeaters have an issue durring replacement where it will stay constant, if unpowered, it will never power, if powered, it will always be powered, switching the cardinal direction like this will leave odd repeaters (veiw image attached) like this, if the redstone_block is removed, it will stop being powered, but if put back, it won't be powered again.
