Blue World

My world turns completely blue when I enter it, sometimes I can solve it by changing the /time set day and /time set midnight commands several times. There were no texture or behavior packs installed on the map at the time I took the screenshots. However, I've used resource and behavior packs on these same maps before, including one I'm developing.
I don't know if this bug is due to the packages that were previously installed on the map, if it's the map itself, or if it's a Minecraft bug.
